Emergency Response | Indian Minerology

Part 9: Emergency Response

Key Learning Objective: Execute gas emergency protocols including evacuation, rescue coordination, first aid, and statutory reporting (CMR 2017 Reg 146-160, DGMS Rescue Manual).

9.1 Evacuation Procedures

🚨 GAS EMERGENCY EVACUATION

TRIGGER LEVELS
CH₄ >1.25% | CO >100ppm
O₂ <19.5%
TIME LIMIT
Self-rescuers: 30 min
Reach fresh air base
ASSEMBLY POINT
Fresh air base
Roll call mandatory

9.2 Alarm Systems & Communication

Alarm Type Trigger Sound Pattern Response
Hooters (Multi-tone) Fixed monitor alarm 3 blasts × 1 min Investigate source
Sirens (Continuous) CH₄ >1.25% Continuous 5 min FULL EVACUATION
Tele-talker Manager instruction Voice communication Re-entry approval

9.3 First Aid for Gas Exposure

🩹 CO Poisoning First Aid

  1. Remove to fresh air (2 men minimum)
  2. 100% oxygen via non-rebreather mask
  3. Monitor pulse, respiration, SpO₂
  4. Hyperbaric oxygen if >25% COHb
  5. Do NOT give mouth-to-mouth

Recovery signs: Pink skin color returns

⚠️ H₂S Exposure Protocol

  1. Rescuers wear SCBA (never enter without)
  2. Move upwind if possible
  3. Sodium bicarbonate IV drip
  4. Amyl nitrite inhaler initially
  5. Monitor pulmonary edema (48hrs)

Danger: Olfactory fatigue at 100ppm

9.4 Rescue Team Deployment

🚒 Rescue Response Timeline

Time from AlarmActionTeam Composition
0-5 min Initiate evacuation
Contact rescue room
Shift Incharge + Deputy
5-15 min Assess situation
Seal contaminated area
Gas testers + ventilators
15-30 min Rescue team entry
SCBA deployment
6-member rescue brigade
>30 min DGMS notification
External rescue if needed
District rescue team

9.5 Incident Reporting & Investigation

📋 Statutory Reporting Forms

FormIncident TypeSubmit ToTimeline
V-27 Toxic gas exposure Agent/Manager 24 hours
V-30 Major gas incident DGMS + Coal Board 24 hours
Form I Fatal accident DGMS (3 copies) 24 hours

Investigation Team: Manager + Safety Officer + Union Rep

9.6 Post-Incident Actions

🔧 Technical Review:

  • Ventilation audit
  • Instrument calibration
  • Seal integrity test
  • Training gap analysis
  • SOP revision

📈 Safety Improvements:

  • Additional monitors
  • Training refreshers
  • Equipment upgrades
  • Emergency mock drills
  • Lessons learned bulletin

⚠️ Exam Emergency Codes:

  • Evacuation siren: Continuous 5 min
  • Self-rescuer stations: Every 300m
  • Rescue team standby: 15 min response
  • DGMS notification: Within 24 hrs
  • Form V-30: Major gas incident
  • COHb treatment: Hyperbaric oxygen
